Constant switching of Platform

I just really don't understand what the constant switching of platforms was, silverlight, then application, now HTML5? I'm really confused on why this occurs? If somebody could please educate me, It'd be greatly appreciated.

Application (Not sure what you mean), I don't know if atWar was on "application" unless that was before I joined.
