Canada and greenland are not to capture?

I recently started playing this game and i love it. but when i play a game with world map and i capture north america, then i dont see dots to capture in canada and greenland? are those not to capture? because it look weird when there is a big space not to capture.

99% of Canadians live very close to the border from USA. Up north, there is nothing but mines and decimated forests. I think Northern Canada and Greenland are the less inhabited lands on earth. So there is no cities there.
Capture Toronto, Montreal and Vancouver and you will get all Canada.

If you set the game to extra cities then capitals for Greenland and Canada: Northern Territories will appear

You cannot capture territories which have no cities. So yes, you can't capture Greenland/North Canada in regular map.

You can capture Greenland/North Canada in regular map.You just need premium (game option pack or subscription),if you already have it,when making a game go to advanced tab and check extra city's.After that start a game and you will see Greenland and North Canada have capital. For North Canada it's Yellowknife,for Greenland Nuuk.
