You mean a Rogue? Well you must Pm the creators of the map, with a Screenshot of the abuser. And then it will be handled that way.. You can send a PM via searching for the map creator under the Community > Players > Search.

Like said by Mr_Own_U. You can also add the player to your banlist. Just visit your profile and at the top you will find a section cause banlist. Everything is straight forward from there.
