Is the Sky Menace strategy not included in the "everything" package? I also did not notice a tank centric strategy.

Sky Menace is not a gift strategy that you unlock once you obtained the full package, or at least the exclusive weapons pack. you need to gain 9,000(10,000 for non-premium) of available SP to purchase it
