Because large sections of it are uncivilized and they don't cling to values that Christendom enforces in other countries like the european ones, they never had political stability after their military coup, the Leftists are bunch of demagogues and so is the Right and they're overall ill-educated, explored and diverse across their whole country. Besides, they see the foreigner not as a friend but as an opportunity, a prey for them, that they can take advantage of and rob if possible. Of course, that's not the case for ALL in Brazil, but for the most part, it is. Then on top of all that, the high-tiers of society aren't pro-active and piss on the commoners, and this has been going on and on, cuz they sustain governments. Then there's corruption, a core evil deeply entrenched in brazilian society. Think of Brazil as 1980's Colombia with Escobar, almost everyone was corruptible. Disclaimer: No I'm not being racist, I'm being honest.

It's quite true Brazil is ruined by the corrupt political class and a society who has no social peace because its values aren't completely being respected by a vast vast majority of the people. In Sociology you're taught that without values, a society enters in a deep state of crisis. That's happening with Brazil. I'm pretty sure I'm not being entirely ignorant about Brazil, it's true they're very diverse and corruption is a major problem in it, is it not? The fact you can't even go outside in some parts of Brazil without getting robbed shows how insecure it is (personal experience from A LOT of people I know)
