I suggest collateral damage is only applied if the defending units get defeated.
Otherwise the defending player suffers from it even if he did everything correctly.
This doesnt feel right for me. It also messes with the balance. Strats that rely on
units without collateral damage or focus on defending are noticeably weaker now.

Render the city useless? I have had a city reduced to 1% of population (minimum) and yet it had 120%+ of income...
