Movement problems

My friend has uncommon problem. He can't move his troops .
We tried everything, different maps, different browsers but no improvments.
When he tries to move units there is only green circle and he can't move them or attack any city .
I am posting one picture from video that he sent me. I will post more pictures tommorow when he sends me.
Anyway is this server-sided problem or is it his-sided problem ?

Ok, I kinda figured out his problem...
He can't move units instantly. When he selects them and tries to move them the unit appears on top of city. Then he needs to drag that unit and then he is able to move them which is weird.
