There is not way to do that at the moment, apart from changing the land borders. We'll try to add a separate tool for lakes in the future.

You can use no-go zones for lakes, unless you're planning to have ports on them

So how do you make a lake shape using the country borders, like you guys did with canada?

With Canada I believe they just traced through the St. Lawrence river.

Nah you still can't.
If you have a lake completely inside of a country, obviously, if it is inside of the borders any unit can move across it. Nothing has changed about that, ever.

All you do is trace an area around where you want it. if you want it to appear as water then you'll have to make a custom map and have the map have a link in it, then trace around it and any cities next to it make it a port.
