Mayweather's 50-0 streak does not count a qualitative inquiry on how great you are. Only 1 additional professional win against Marciano at 49-0 and 2 against Lopez at 51-0. 50-0 streak can't hold a candle to the legacy of these quality legends. Ali, Tyson, Chavez, Robinson, Pacquiao (to name a few) are the kind of quality fighters numbers can't hug.

You know why Pacquiao aint on top of the list? He ain't American. That tremendously hurt their national pride that a brown slugger from the other side of the world could rise with and above the black and white pride of America. Congratulations on another win, dear Senator. No where else and no where in history of the world where we can find a humble legend as you. Age is literally catching up to you, you're no longer at you're prime. You're getting slow, everyone knows that but you still fight like a madman in the ring; never wavering, never clinching, never running. Just disciplined chaos that gets everyone excited.

Quantity does not make you the greatest. It's the quality and legacy you espouse.
