I always find it frustrating to have coded each country into its selective team then realize I want to add in a city, new kind of unit, and so on. In order to put in the desired parts of the map, I would have to completely restart my progress on developing the scenario. The time it would take to undo the entire process and start again is devastating.
So, as a suggestion, I think that we should combine the map editing with the scenario editing so that scenario builders can insert what they need into the map without altering the scenario settings.

If you add in a unit, make a new region or change incomes etc. those changes will be transferred to the scenario as long it is that specific map which the scenario is built upon.

Scenario updates once the map is changed, this is not necessary.

Is there a way to do that? I've mad a scenario on a world map. But while editing it I do not have options to change the map itself. If there is a way to do it, can you explain it?

You've based your scenario on a map that you can edit, right? So Save your scenario, go back to Maps, click Edit. Then click Save and go back to editing your scenario.
