Is it completely random as to whether or not militia increase in a city? Sometimes they will start off with one more than usual and I haven't seen any sort of pattern so I'm just wondering.
Also how do canceled moves factor in to deciding who moves first. If I move a stack make a couple other moves and then come back and decide I want to cancel it does my second move then get counted first?

From what i have noticed, they have it set up so that population is increased based on the # of player troops in the area and increased by a small rate over a period of time. Most likely they have it set up as 1/100 of the population per week, so that large cites grow one every 10 weeks or so.

Population growth in neutral cities is entirely random. Not sure about cancelled moves, my guess is your second move becomes your first. Amok can give a better answer to that.

Correct, only the actual moves are counted.
