It makes hybrid warfare into a decentralized blob that depends on the tricks and the location of the player's general.

Infantry are weak and it just barely holds on its own, but it has valuable assets of irregular warfare. For example, Militia are walking tanks (in defense only) so recently taken countries are strong enough to hold, but need to be reinforced with more militia or infantry like in all other strats.
Tanks are the perfect offensive unit, but can't hold by themselves so they depend on the main defensive unit which maybe a combination of infantry and marines, because marines take the role of infantry in this strategy, they are literally stealth infantry.

Air units are useless, but the land-related penalties added to Hybrid warfare can be removed by using the general, so surprise attacks can be devastating against opponents.

In contrast with the old HW (in which the bottle neck was money), the bottleneck of this one is units.
