NPC/computer generated countries?

How about a way to get the countries NOT chosen a NPC (Not Player Controlled) leader, but when someone chose's them, they go to PC (Player Controlled). This'll make the game MORE fair, but you can also change the NPC rank (e.g. Practice, Easy...). If the designing to difficult, buy it from another site.
