Map Editor Noob Questions

Working on my own map and going well so far. Just have a couple hang-ups I haven't been able to figure out.

How do you change the cost to acquire a country at the start of the game?

How do you place a new city?

Any info would be much appreciated! Thank you!

Cost to acquire a country is determined by number of reinforcement and income of the country.

You place a new city by first selecting the country you want to make a city for. Then there's a button to create a new city.
