Unable to move units

Well I was working on an opening and when trying to get a transport with some inf closer to the countries I encountered some sort of glitch. I was unable to open up the menu to ration off the units, so yeah... I have a screen pic but it's kinda unnecessary.

This happened to me before, in cities too.
I just click another city, close the menu and try again, it works for me.

OT: if you use tab you can move again I think, tho I also had a problem that I couldn't move my units after I dc'ed, but I think that's not the same problem as this one.
